Bogging down and cutting out

Would sticking floats cause this? I pull plugs 3 and 4 and they were white , looks like it was running very lean ,  I'm thinking maybe that's why after sitting for a while it runs ok for a bit after the floats had time to drop down , any thoughts?

Not too sure, had a similar issue but just ran fuel additive through to try clean it out , made sure all cables were lubed as throttle connection at carb end was sticking, also checked the TPS and got new. 
I'd check the carb rubbers for splits too.
My 99 runs fine after all that without having to strip carbs.
