Both bulbs are pretty much the same as far as light output is concerned, and both good quality bulbs. But it's not the bulbs that are the problem, it's the reflector part inside the headlight housing. To be blunt, it's shite.
So although the replacement bulbs will improve things a little bit (i have them on my bike), and the power isn't an issue, they still aren't close to how they should really reflect on the road with decent bulbs fitted, so don't expect too much.
What a lot of us have done is buy some (10w+) 12v LED spotlights which use very little power consumption in comparison to the standard headlights, but are much brighter at night, and can also be left on as daylight running lights as well.
I bought a waterproof on/off switch for them that's mounted on the handlebars, and the lights i mounted on the side of the radiator. I also bought some heat proof tubing to protect the wires from the radiator heat.
