When my bike's laid up for the winter I occasionally start it up until the fans kick in and it seems to take forever coming on at about 100 but what I've found is one comes on before the other and I sometimes don't wait for the 2nd one to start because I'm normally pissed off by now 
but I do know it works but just like you I don't think I've noticed them on on a run,I suppose if you sat in a traffic jam in the summer they'd come on but why wouldn't you be filtering ? :lol
