If you have the keys you are in charge of the car, it is the same offence as driving whilst pissed. The assumption is that you would drive the car because you have the keys. I would imagine you are still in charge of a motor cycle if you have the keys with you. if it is on the road it has to be taxed and insured with a current MOT, same as have a vehicle parked outside you house on the road must be legal.
