I always pay at pump too,"splash and dash" I never fill up but just put in what I need for my ride because I don't get out much I like to think that way there is always fresh fuel in.
There is garage I know without any pay at pump at the start of a very popular biking road and they don't mind helmets on one bit.
I've never taken my lid off at any garage, or ever been asked to either.
Maybe you lot all look like ruffians? :lol
