When I was changing my rear disc I found that all bolts started turning. Brilliant! Easy job.
Three then snapped and with MOT re-test looming I got hold of another wheel.
I think the end of the bolt goes through the wheel into the hollow part around the hub.
Crap on the end of the bolt then seizes it when it gets in the hole as you're un-doing.
Get genuine bolts, they're surprisingly cheap, seem to remember mine came from Fowlers via my local bike shop.
