Although more commonly used these days to say 'thanks' or 'you go' etc. The flashing of lights, as well as the sounding of the horn, are defined in the highway code as to show/warn of your presence. And thus if you flashed your lights as you are about to overtake it warns other road users of your presence and is being used in accordance within the highway code.

Ok good but why is it called a "Pass switch" on bikes but not on cars
