this harness goes from the battery to the ballast and to the h1 headlight connector, its drawing straight from the battery which is apparently why it needs the relay?

I've never used a relay in any of my HID's that I've fitted to bikes and cars and never had any issues with them. Only ever wired them up as I said previously. Plus, your lights are switched on after the bike is running so I don't think it affects it the way they're saying.
Only time that a relay was mentioned to me was when I investigated into the H4 which has a dual element and every seller/user of these bulbs all said I'd need a relay for that bulb. Think you've been told differently, but that's not a bad thing as you now have the proper one for when you go to do your H4, but if your not, give me a shout and I may buy it off you, although I'm not keen on the thicker ballast. Sad
