The answer is yes.
I was able to ride my 125 (and later my 600) on a full UK license in France with power restriction. If it's a pink license (rather than the green provisional), your brother in law will be fine.
Plus, you need to remember the average French bobby isn't likely to be clued up about UK power requirements...
