You should be balancing 1 with 2 together first.

Then balance 3 with 4 on their own separately.

Then with the middle screw adjust until 1&2 are level with 3&4.

Then go back and re-do 1&2 as they will have changed, then 3&4, then 1&2 again, then the left pair to right pair again.  Repeat for about an hour until it finally all lines up.
