I made sure the tape went right into the ball joint and moved the mirror head so that I could sand as much of the flaking stuff off around the ball as possible then just sprayed it all. The rubber boots can be a pain to remove so I just pulled them down the stalks as far as they would go without damaging them then taped them off.

Go for it though, the worst that can happen is that you get some paint on stuff. You can always clean/sand it off if you're not happy with it and spray them again
Think I used 2000 grit sand paper so that I didn't leave any deeper scratches in the alloy but as long as you take your time it'll be fine. A primer coat will help smooth it out then nice thin coats of whatever colour you want to finish it off with plenty time between coats so you don't get runs. Nothing worse than dribbles down your stalk... oooer.... haha
