Drill it using a left hand drill bit and a variable speed drill, start slowly and do not use the full revs of the drill, to fast and your likely to break the bit.
The heat from the drilling will soften the loctite and as you are drilling it will also slowly unscrew the bolt. I would start with about a 4mm bit
