since the petrol only has one route into to the carburettor, only two things can really cause this.
The Float and the Needle valve assembly.

Is the float floating?
Is the float sticking?
Is the float height set correctly?
Is the needle valve worn?
Is the needle valve seat worn?
Is the needle valve seat seal worn/perished?
Answer yes to any of the above and there is your problem :eek
