From what I hear, the type of restrictor makes a huge difference.
I have the top hat sliders restrictor (official Yamaha), and can easy hit the rev limiter if I gun it. On my restricted, you get most pull between 6k and 8k revs, anything above that is for high speed thrashes down motorways.
A slightly cheeky way of testing it is sticking the bike in 6th and gunning it on an open road. If the bike tops out at 80 / 90 - you're restricted! The only way to get to a ton on 33hp is to do it in 3rd and 4th.
