I was under the impression that you haven't stolen anything until you leave the premises. If your method of conveying your shopping is in your bag, up your coat or on your head it shouldn't make any difference. However, people aren't perfect, if shoplifting has been going on then this would be a way to deter the guilty without having to go through the hassle of trying to catch them as they bolt out the door...

  I would let it go.
