You've not had it good with regards to DVLA! 
! They're normally pretty good at getting this right. Sounds like the automated system is not talking to the operators and vica versa by the sounds of it.
I presume you meant by the above quote "uninsured"? Criminals find lots of different ways of getting round the system, mostly by owning and temprarily insuring/MOT/taxing a car, then passing it on a few times without re-registering it as they know that the courts are always playing catch up and are quite slow to fine people.
