Carb balancing

I've done this a couple of times and I've always found it an easy job, with a Morgan carbtune.

My only question is, the guide on this site shows to balance them at idle, adjust the screws, give a little rest and take the reading at idle.  But, when I then hold the revs up, say about 5k (riding revs) the carb tune is all over the place, so should we also be balancing at higher revs or is balancing at idle totally correct?
