whats the history of the bike?...have you just bought it or has this just developed. IIRC my first stock fazer ran smoothly without jerks, but was relatively unresponsive. Fitting a jet kit really changes the throttle response. However with both bikes of mine, I never had any jerky throttle. Mine were 2001 and 2004 models.
My recomendation is check all the obvious things including the airbox is clear of any debris !...but the long term solution is to fit a jet kit with appropriate filter and end can.
As a comparison my 04 bike has had the full monty kit fitted with a bmc filter and its super smooth and very responsive. Dyno gives almost perfect fuel air ratio, very smooth flat torque curve ( 78 ft /lb max) with 138 bhp max. Its a superb engine, and a delight to ride at any speed.
