Tweaking the TPS isn't going to resolve your problem but you could try the engine-running method if you wish.
Alternatively, advance the TPS unit position slightly from the 5k tacho reading position until tacho needle flicks between 5k and 10k. You'll get the same result as doing it with the engine-running but without pissing off the neighbours.
