If they are the exup cables, and from your description they sound as if they are, then you may have problems.
Either the exup valve has been removed or it is not working but why the previous owner did not leave the cables in place is strange. I would remove the exup valve cover and have a look.

Removing the EXUP on a Gen 1 is not a good idea as it does affect performance but the EXUP on a Gen 2 is only there to pass noise emissions testing, so can be disabled (cables disconnected usually and left in place) without affecting performance in any way.
I put a new exhaust system on my G2, and just left the 2 x exup cables cabletied out of the way down there, they are a pair with round metal terminations - I did want to remove the servo from under the tank, but read on here somewhere it can be trixy!
The valve is stuck, the servo is there and plugged in. Not run to see if cables move when revved.
There is no movement of the rev counter needle when ign is turned on.
Looks good, there should be another bush on the end one small on larger, check to see if its stuck it exhaust.
Make sure cables move freely, run some 3in1 down them.
If cables are totally knackered send me a msg I can link you to parts to replace inner very cheaply.
Have you got the servo motor in place and plugged in, if you have and its working you wont get servo fault on rev counter.
Have soaked the valve spindle and body plate for hours.
Managed to push it through a few mm now it is not shifting. It is stuck fast.
Will have to get on the bearing press!!
Fitted back together all ok. Even the timing hole lined up!
Riding for the first time to the MOT stn. The suspension needs looking at. The front dives even under the lightest pressure and the back just seems to bob along on it's un-preloaded spring (A bit like Uncle Buck's car) No comp or rebound damping either.
I have asked before but has anyone any links on how to convert the bike to race-shift?
