Yes it is. Mine has been chopped about or removed by previous owner and number plate sits high up and at a funny angle and the bike now has no rear reflector (required for MOT i believe.
I have attached a photo of how it is now - having just bought the bike yesterday i do not know what is missing but know it ain;t right!

You should only need a small circular red reflector that would fit on number plate for an MOT

It's def not right and maybe an excuse for a pull, so not worth the hassle.
Could you take off the number plate and take a pic from the rear and also looking up from ground as you seem to have most of the undertray from what I see in the original pic? (I'm looking at the black plastic that I can see under the rear wing)

So for time being you could take off that metal bracket, or flatten it a wee bit and that'll allow your plate to sit more in a downward fashion till you get your new undertray, if you take the bracket off it would probably be easier, just line up plate, mark couple of holes using your plate and drill through or just put self tappers straight in, job done :-)

Your welcome, better than a pull from Mr plod, just not worth the hassle, if it looks ok you generally won't get pulled but if it looks dodgy they might and then check over the rest of your bike and you :-)
You could also try turning that bracket upside down that would also angle the reg number down, trial and error I guess.

Yeah it looked pretty rubbish but least now you'll have fun sorting it out and gives you an excuse to clean all the nooks and crannies while you've got it stripped down.

It's just a bolt on the inside of rear fairing, but thinking your struggling to loosen it as you have the old one off.
Try soaking it with release oil, wd40, gt85 and the like, could also try tightening it very slightly then undo it?
