I’ve googled the question “ who informs the dvla” and the answer seems to be the owner. I’ve repaired my bike myself, just the MOT to do. My insurer told me over the phone that the bike is now a cat n, when the buy back price was negotiated. When you say your bike was registered as a Cat N, who registered it as such. Maybe the garage that carried out the repair on your behalf.
