Go quality LED and don't do the mod.  Remember and as you've mentioned each lens works independently i.e left is low and right is high, the reflectors are for those beam patterns only. If you wire the high beam on all the time you will dazzle on coming traffic even with only the low beam element of the H4 bulb on, you'll have to lower the reflector. Which will mean your high beam will be less effective and it's already not the best. 

The real issues with the boxeye headlights is the crap reflectors.  Fitting quality LEDs and not doing the mod will still give you a huge improvement.
