I think the point they were making was that the Rect/Reg would have to shunt more current as it is not possible to reduce the flow from the Stator.
The regulator shunts the extra current that is not required to ground and the byproduct here is heat and for that reason there is a large heat sink as that heat has to be dissipated.
Since as I mentioned it is rated 18amps and it has a large heatsink it is not a problem.
As you say it would have to shunt the extra with the lights off and running LEDs or Halogen bulbs is reducing the shunt current, making the opinion sound more like scare mongering. Maybe it was said with the best on intentions, or the person does not understand the working of a regulator.
The Suzukis in the late 70 and 80s used to burn out rect/reg regularly. The reason was, Suzuki had underspeced the Rect/Reg and the heat sink was not big enough to dissipate the heat, if you upgraded the regulator or ran with lights on all the time there was no problem.
