It's a device that you connect to the positive and negative terminals of a battery, then throw a switch to put a load on it.
It measures what are known as "Cold Cranking Amps" which is the amount of power the battery puts out and can tell you if a battery is good or not.
Find a friendly local garage and ask them to check yours, or you can buy them online for not much money, although given most batteries (even with a Optimate or similar tender) tend to last no more than 5-6 years, I would strongly suspect yours is well on its way out!
