AstraZeneca who are responsible for manufacture and testing, is a Swedish/UK company. A large part of the testing was carried out in Brazil and South Africa. Much of the Commonwealth, such as Australia and New Zealand hasn't needed to start vaccination, as they properly closed their borders early, rather than leaving it until the last minute.
