I ended up doing what I said I would.
After learning that the top section was a sealed unit, where the air intake and outlet is, I sprayed brake cleaner in it and used compressed air to blow the excess out and a load of black shit came out.
Couple more sprays and the liquid became clean.
Then i just poured some 3-in-1 Oil into the air intake hole and swirled it about a bit then blew out the excess again.
And it worked.
I put it back on the bike as I prefer the noise to the other one and the horn sound is all crisp and loud again plus very responsive on the horn button.
