According to this article he Sunflower Lanyard scheme started at Gatwick Aiport in 2016 so staff could identify passengers with special needs that weren't physically obvious.
Various charities have been supporting this and they've got eg a Facebook page etc, however unless you're in touch with those organisations, there hasn't been much covering in national media to make everyone else aware of it
