Gnasher will correct me -

• if you hold a flat edge to the collar and cant see any daylight between the collar and the edge then your golden. I would also say if you can feel anything with your fingers nails that also a good sign.
  
• Also those bolts while a bit corroded also look fine - but do the above check on them.
  

If they are good, they should clean-up with some Autosol.
