Stupid.I think the theory is that as soon as the 'observers' spot a breakdown, they turn the inside lane back into a 'hard shoulder'.
But it is a theory, and depends on them
1. Spotting the breakdown quick enough
2. Changing the signalling quick enough
3. Drivers behind obeying the signals
Too many 'ifs'
