I think you've got either a dry cable or a tight bend in the run,maybe at some stage a previous owner has had the tank off for servicing or whatever and disturbed the cable when he's put it back there's a fair bit of stuff that could press against it under there,also has it got aftermarket bars on?if so they only have to be a bit wider or deeper to tighten the cable action,I put some Renthal bars on mine and had this problem and had to ease the run of the cable to suit the bars.
