I fitted SW Motech racks but it was so bl**dy wide with 36 ltr Givi cases that I took the racks off and sold them. Then I fitted Givi wingrack 2s with the top rack. I actually cut the sides of a spare plastic rear seat cowl so I could get them even closer together. But it’s still wide with the 36 ltr cases. However the smaller 21 ltr cases are much better. Solo, I used the 36 ltr cases when I went to Germany for 10 days in 2014. But last year, 2017, I found I had plenty room for 10 days away, again in Germany, with the two 21 ltr cases, a tank bag and another tank bag on the rear carrier.
I still think the Oxford throw-overs are very good. You can get one of the straps under the seat so nobody can just lift them. Cable tie the loops so they cannot float up. Not lockable I know but in Germany that is not a problem. Put everything in strong plastic bags and just lift the bag(s) when you get to your overnight stops.
Best way to ride is with as little baggage as possible! I hardly ever use all the clothes I take. IF you're lucky and ask nicely, you can get laundry done.
Riding to work I have tried just one 36 ltr on the side, but that can still be awkward through standing traffic. So I use just one 36 ltr case as a top box, but that upsets high speed stability!
