Yes, of course there is a logic. It starts with the premise that the government wants to maximise revenue / cost to the populace. A van is a commercial vehicle, likely used to make money, money makers can pay more so let's rinse them. A 1.3 diesel in a car - poor sod, let them have cheap tax.
