I thought that was true if you've not had the 'notice of intended prosecution' within a certain time (14days?) you've got away with it. (unless it's a rental or lease vehicle.)
Also if they fail to prosecute you within 6months you've also gotten away from it.
Although it's been a long since I had any tickets (I did get up to 11 points), I've avoided 2 tickets. Due to the length of time they took to catch up with me. :-)

Fortunately I'm now cleaned and reformed and don't do the 70k a year that I used to. I've not been 'had' for over 6yrs. :-)
