They have to ask because of the requirements to ensure that you're not sending dangerous or prohibited items through the post.
Also if it's valuable, they should recommend that you send it Recorded or Special Delivery. If they've done that and there's a problem or it goes missing, they can say "We told the customer" and it avoids liability.
