Is it a dealer or a private seller? You should get some extra wiggle room with a dealer. if they don't move much on price then make sure everything is sound- 2 good tyres etc, make them fix it before you leave the forecourt. At 13K you shouldn't be worrying too much, the brake hoses will need upgrading at the very least.
Treat everything in life the way a dog would- if you can't eat it or foc it, forget it.
