you can block the water drain that will not affect the tank breathing just make sure you block both ends as rain will get into your tank / petrol if its a perforated tube if its the other breather you can block that but you need to remove the rubber washer so the cap can breath at the top at the tank cap this is not the best but will give  you  time to either get another tank or put in a separate breather
