Yes definitely rich, should be more a light tan colour,
First thing would be to check the air filter if this is ok then it would be best to Dyno it to see if the enrichment is across the range or different parts of the throttle openings
Then you can decide how to fix it, might be as simple as a pilot screw adjustment
