Get someone with a multi-meter to check the wiring
One pin on the rear light holder will be +12v with the lights on, the other when you put the brakes on.
The outer part of the buld holder should be directly connected ot earth.
If any of the 3 things above are not correct (with no bulbs fitted) then you have a wiring issue. the exception to this is if you don't get 12v on the brake light pin. You could just be unlucky and have two (front and back) failed switches.
