My opinion, for what it's worth, is that if you're mounting the headlights so they turn with the forks, then it'll look a bit weird if the instruments are rigidly mounted to the frame, so I'd mount them on the forks or yoke. Having said that, I think that the standard clocks will look too big and clumsy without a fairing to hide behind, and if I was doing this then I'd look into getting an aftermarket digital speedo.
