The easiest way to check if it's the kinked breather pipe problem is to try and open the petrol cap when the problem occurs. If it is the blocked pipe the cap will be hard to open and when it does open there will be a big rush of air into the tank.
How was the tank repaired? It could be dirt from the tank repair blocking fuel filter or getting past filter and blocking jets in carbs.
Is the fuel pump making the usual couple of seconds of clicks when the ignition turned on?
