I'm all for blinding fools like that but there are two points to consider;

• as chris.biker has already mentioned, it might not be wise to distract a driver so close behind you as you may come off worse
  
• if you are seen to be doing such a thing by your friendly M-Way cop, he might not be so friendly too you
  

Maybe I'm a bit long in the tooth but the simplest thing to do really is just let the prick past and get on with your day
