Another Paypal scam

I get these all the time, from 'my' banks, online auction sites and PayPal. The best one I've seen recently was from HMRC asking me all my bank details and identity verification so they could refund me the tax I'd overpaid!!!
How do these people get away with these scams and why is there not a money trail the police can follow?!
