A bad thing to happen, but like you say, other's have come out worse from strokes & good on you for looking to the future...
A pal of mine put his own electric mountain bike together & he learned a lot doing so...it does a (rather illegal) 40mph!  :eek ...I have ridden it & it is a blast!
He had stuff built in California etc, but I think it came in within the sort of budget you are thinking about.
