I have re-checked and redone the tension on the chain and it still happens.

It's normal, just make sure the lower chain slack is around 35mm.
The momentum of the wheel is trying to overtake the speed of the chain, but the chain obviously won't let it which causes the jumping about.
It'll be fine when you ride it.
