I dont get how it can be an insulator and a conductor at the same time it says

It doesn't conduct, it insulates, but high Voltages will not break it down, which is why it is suitable for spark plug leads. If you put it on connectors pushing the connectors together displaces it and the connectors make contact but the grease stays around them protecting them from corrosion.
Vaseline on the battery poles was to prevent corrosion due to battery acid vapours
