You can access the bulbs pretty easily, I would be surprised if it is not easy to change the beam direction(?!)

When you apply for insurance, it flags up if a bike is an import. I'm not sure what impact it would have but it's probably worth exploring.

I would just make an offer of £800/850 cash and let fate decide.
