The problem with under slung calipers is that the Bleed nipple is almost at the lowest point in the fluid circuit and air is inclined to stay at the highest.
Sometime it is best to remove the caliper to bleed it with the nipples higher and pistons pushed in full and clamped in place, not easy to do, but usually works.
