Hi Rob and welcome. 
With the pulley disconnected from the cables, you should be able to pull each cable end and feel the servo move as well with some resistance from the motor, of course.
If it doesn't, disconnect the cables at the servo and check the cables for free movement in each direction.
If the cables seem OK, apply 12volts direct to the servo terminals. It should rotate under power.
