Adjusting TPS

I followed instructions to adjust my TPS today. When I disconnect the TPS and reconnect my rev counter goes to 3k and drops back to 0k. I turn the TPS and it goes up to 10k and drops back to 0k. I cant get the rev counter to show anything other than 3k or 10k. I seem to remember the rev needle stays on the position and does not drop back to 0k after 1 second or so. Does anybody know what is going on?
